Objective: The purpose of the voucher is to strengthen the capacity of SMEs to implement digitalization and start the process of digital transformation.
Vouchers will be able to be used for the implementation of specialized training, digital marketing and other services.
This program will be developed in close collaboration with businesses, centers of excellence and tertiary education providers to create a cutting-edge environment that will attract young talented individuals and experienced mentors and retain a future skilled workforce.
Eligible applicants:
- The applicant must be a legal entity that is a micro, small or medium-sized enterprise (SME)
- Other eligibility criteria will be published at a later date.
Vouchers:
The invitation in question consists of the possibility of awarding the following types of vouchers. The applicant can choose a maximum of 2 of the offered vouchers.
- Digital Skills Improvement Voucher – The purpose of this voucher is to assist employees in acquiring the skills needed to conduct digitization and digital transformation, which may include one or more education and training programs.
Eligible activities:
- education of experts in software design, artificial intelligence and security
- educating data management professionals and developing new digital skills related to cloud computing
- training that includes retraining and training of the workforce in terms of digital skills acquisition.
Maximum amount of vouchers for one project proposal: HRK 75,000
2. Voucher for digital transformation – the purpose of this voucher is to enable the verification of the potential for digitalization in SMEs, to help SMEs to examine the sustainability of ideas and to formulate strategies for possible digital transformation. This includes an assessment of the situation in the company by developing a plan for the development of digital business capacities and a strategy for digital transformation.
Eligible activities:
- development of a digital transformation strategy, which includes an assessment of the situation in the company and the development of a plan for the development of digital business capacities
- general expenses, external services
Maximum amount of vouchers for one project proposal: HRK 76,000
3. Digital Marketing Voucher– the purpose of this voucher is to enable the development and implementation of digital marketing strategies of SMEs in accordance with the relevant factors necessary for the digitalization of their business.
Eligible activities:
- web design,
- development and testing of mobile applications,
- creation of online stores and booking platforms
- use of data to improve customer interaction
Maximum amount of vouchers for one project proposal: HRK 75,000
4. Cyber Resilience Voucher – The purpose of this voucher is to increase cyber security by introducing system security checks.
Eligible activities:
- Preparation of safety and technical reports
- Data permeability check and penetration tests

5. Voucher for the development or application of complex digital products and services – this voucher supports research and development pilot projects for the introduction of complex digital products and services, e.g. development of solutions for Industry 4.0, network systems and processes, Internet of Things, smart services, automation, projects involving big data, simulation models, virtual and augmented reality, embedded systems
Eligible activities:
- Services of research and development entities (material costs incurred as part of development services) – e.g. prototype
Maximum amount of vouchers for one project proposal: HRK 150,000
Amount and intensity of aid:
The maximum amount of support is HRK 150,000 per call.
Applicants can use a maximum of 2 vouchers per call.
The aid intensity ranges from 45% to 70% depending on the region in which the project is located and the size of the company.
